Our vision

We believe that Water is the source of life and a human right. We work to make secure water available for human beings, animals and nature. We promote water resources planning to secure equitable, regenerative and sustainable distribution of water for all human needs and types of use, respecting nature, animals and the environment.
The planning should be exercised in a manner that is sustainable for present and future generations.

Our Mission

Implement the right to water and sanitation for all, in a sufficient, clean, safe, acceptable, physically accessible and affordable manner and raise awareness about water issue in Lebanon.
Our activities include: To promote the recognition of the right to water and sanitation in the national laws and regulations of Lebanon, and in turn, mobilize all stakeholders in the water community to work on the realization of this right in a sufficient, safe and affordable manner, to reduce poverty and strengthen equality. In addition, we aim to promote effective, equitable and inclusive water governance to realize social, environmental and economic security, and secure real public participation to monitor the management of water resources.

Our Strategy

The IAAF’s strategy is to improve water management in Lebanon, by:

– Establishing a public participation program focusing on human interactions and dialogue 

– Organizing workshops, open houses, informal small group meetings, interviews and awareness campaigns, lectures and conferences, research.

– Promoting the alleviation of poverty, increasing gender equality, providing opportunities for social growth and a better educated population, ensuring environmental sustainability, democracy, equity and legality, water values and water integrity. 

– Establishing a Scientific Committee to implement Science /Policy interface 

– Creating a Youth Committee to promote the objectives of the Foundation, and highlighting the Youth perspectives on the water resource issues in Lebanon.


who we are?

The Association of the Friends of Ibrahim Abd El Al (AFIAL) was founded in 1991 by the ministerial decree N°244/AD. As a scientific non-profit organization, AFIAL sought to honor the memory of one of the most eminent scientists in the water and energy fields in Lebanon, Ibrahim Abd El Al. Since its founding, it has encouraged the new generation of engineers to specialize in the fields of water and energy. Upon its establishment, AFIAL aimed at promoting the objectives that guided Ibrahim Abd El Al throughout his professional work, namely the development of hydraulic and power projects in Lebanon as part of a planned vision on a national scale and as an Integrated Water Resource Management (IWRM). AFIAL promoted the spirit of boundless devotion to Lebanon and of absolute determination to achieve economical stability and to provide basic social welfare by bringing water and light to every home.
Abd El Al believed that this can only be done by establishing a National Plan for the exploitation of Lebanon's natural resources, specifically water resources, based on long term scientific studies using accurate reliable data. AFIAL advocated the disclosure of data to promote technical research on the national river basins. Moreover, AFIAL focused on awareness and advocacy for water. In order to strengthen public understanding of water issues and its active involvement in water management, it is necessary to develop the potential of the decision makers and the public through awareness raising campaigns and capacity building projects as well as organizing lectures dealing with national and regional water issues.

In 2014, the Association of the Friends of Ibrahim Abd El Al officially
became The Ibrahim Abd El Al Foundation for Sustainable Development
(IAAF), further cementing the efforts of the team, on a local, regional and international level.
The Foundation is actively working on improving the realization of the
human right to water and sanitation, based on the importance of the
citizens’ civil society & grassroots organizations’ participation and engagement in decision making, as a crucial component of inclusive water governance. The Foundation strongly believes that this is a momentum with the UN Agenda 2030 and SDGs to build a strong, universal, ambitious, inclusive and people-centered movement. The Foundation will work to insure its political acceptability and commitment.

This approach will help in the construction of a very sensitive issue in
most developing countries: by securing the water and sanitation sector operates in inclusive social, pro-poor manner, democratic reforms and development will be achieved. This will lead to sustainable development and efficient water policies, centered on a human rights based approach on environmental and social justice, on equity in access to water and sanitation, on transparency, accountability and integrity.

Our Structure

Ibrahim Abd El Al foundation for sustainable development (IAAF) is composed of an Executive Committee, a Scientific Committee, and a General Assembly of around 100 active participants. Most of its members are engineers, researchers, faculty professors and students in agriculture and engineering.

In 2016, a youth committee was established, for engaging the young generation in the foundation’s values and mission.
